Telephone Calls and Video Visitation

Once booked into the DCDC or after court you may receive one free, three-minute call at the Detention Deputy’s discretion. This is a privilege; a free phone call is not a legal right.

There are telephones and video visitation units in all the housing blocks.

Inmates can only make collect calls unless they have purchased a phone card from the Detention Center commissary.

All calls/visits are monitored and recorded, and may be reviewed by the DCDC, the courts, and/or other law enforcement agencies. If at any time misuse or damage to the units occurs by either party, the inmate will be placed on an immediate phone/visit restriction pending Disciplinary Action.

Any nudity displayed during any visitation is strictly prohibited. Only the approved visitor (and accompanying minors) and approved inmate may visit during any visitation. Violation of any visitation/telephone rules by the inmate or inmate friends/family will result in the cancellation of the visit/telephone call. For inmate violations, an immediate phone/video restriction will be placed pending disciplinary action. For friends and family, any violation will also result in the friend/family member being banned for 30 days from making/receiving visits/telephone calls. Second offense will result is a 180-day ban. A third offense will result in the friend/family member being banned indefinitely.

Onsite video visits are available from 8am-4pm Monday-Friday in the Sheriff’s Office lobby, excluding county holidays. A fee will be charged for all other video visits. Each visit will be 20 minutes long. Video visits are able to be scheduled on the half hour mark. Video visits must be scheduled no later than 24 hours prior to the visitation time.

How to Schedule a Video Visit from Home or Outside the Jail

The Detention Center has the right to turn off all phones/visits at any time during the day for the safety and security of the DCDC. The phones/visits will be turned back on when the threat no longer exists. If your phone/visit is disconnected during use you will not be charged for any phone/visit time not used.

No messages will be delivered to inmates at any time.

Attorney Visits

Attorneys shall be allowed to visit any inmate at any reasonable time. Some delays may occur due to Deputies performing other duties.

Attorneys are required to provide Detention Center staff proper identification prior to meeting with any inmate.

Attorneys must adhere to all Detention Center practices and procedures.

Ordained Ministers

Ministers must be approved by the Decatur County Chaplain prior to visiting any inmates.

Once approved, ordained Ministers shall be allowed to visit any inmate at any reasonable hour. Rescheduling of visits may occur due to other priorities at the Detention Center. Visitation will take place in the visitation room only unless prior arrangements have been made.

Proper identification may be requested by Detention Center staff and must be presented prior to meeting with any inmate.

Mail Procedures

Mail shall be addressed as the following:

You must put your full name and return address in the upper left-hand corner. Failure to follow this policy will result in the mail being confiscated.

If mail is received for an inmate that is no longer incarcerated, the mail will be returned to sender. If it is unable to be returned to sender, the mail will be discarded.

Softback reading books and magazines can be sent via mail directly from a publisher/store. Greeting cards are permitted but must be simple in nature.

The Detention Center will not accept certain items through the mail. Items that are prohibited include, but are not limited to:

  • Cash, money orders, business checks, or personal checks.
  • Mail with electronics, protruding objects, etc.
  • Plain or stamped envelopes, and stamps.
  • Obscene images.
  • Items that are available on commissary.
  • Plastic, leather bound, and hard back books are strictly prohibited.
  • Magazines, books, and pictures shall not contain tattoo designs, contain obscene images or pertain to the creation/use of drugs/weapons.
  • Any books or magazines from Barnes & Noble

Privileged Mail

Privileged mail is defined as inmate mail sent or received from the courts or attorneys.

Non-privileged mail

All non-privileged mail is delivered to the inmates electronically. The front of the envelope along with its contents will be scanned and delivered via inmate email. The only exceptions are books and privileged mail.

Notification of Confisated Material

Prohibited mail will be returned to sender. If the prohibited mail is unable to be returned to the sender, it will be confiscated. The entire content of the envelope will be returned or confiscated if containing prohibited items. Email privileges may be stopped at any time if containing contraband and/or prohibited content. Inmates have the option of protesting the decision by filling a grievance. You may also protest the confiscation by calling the Detention Center and requesting a complaint form.

Inmate Property

No items can be brought in by the public through the Sheriff’s Office for inmates. All approved items, for inmates, from the public must be mailed in. The only exceptions include:

  • Legal papers brought in by your attorney/law firm.
  • Items pre-approved by Administration/Medical.

Any special requests to have property brought into the facility must be approved by the Asst. Commander or Commander in advance of the item being brought to the Detention Center.

Prior to any property being released an inmate must complete a Property Release Form. Theses release forms expire after 7 days. After 7 days the inmate must complete a new one. For you to receive the property, the inmate must have your name as the recipient on the form. When picking up inmate property you must present a valid ID.

  • Detention Deputies will not release any books, crafts, letters, etc. that originated from the housing blocks. These items must be mailed out by the inmate.
